You can start the Stars of a Thief Tall Tale when you talk to Sudds at The North Star Seapost (H-10).
Note: This Tall Tale can also be started from your quest table. However, you will still need to go to the The North Star Seapost and speak to Sudds in order to unlock the Tall Tale book with clues.
Open to the first page of the Tale Book and check the first phrase as this serves as the clue to finding the location of Sudd's Ancient Spyglass. The north star mentioned in the phrase refers to the location of The North Star Seapost.
There are two possible locations of Sudd's Ancient Spyglass. See the table for the clue and its corresponding location

If the phrase mentions "My back to the north star... Saw an island where we parted", then this refers to the Twin Groves (H-11), an island south of The North Star Seapost.
Find the large rocks and a tall palm tree on the northern side of the island to locate the dig spot.

If the first sentence is "Face north star, see island, buried by a solitary hanging lantern", then this is referring to Rum Runner Isle (H-9), an island north of The North Star Seapost.
Find the palm tree with a lantern attached to it and dig under it to find the Ancient Chest that contains the Ancient Spyglass.
Use Sudd's Ancient Spyglass to look up to the sky near the bright stars to uncover a constellation. Each constellation corresponds to a compass direction which you will need to learn to decipher the next set of puzzles later on.
You can find the constellation symbols on pages 3-10 of the Tale Book.

Once you figure out which constellation corresponds to each compass direction, read pages 11-16 of the Tale Book to find two stories that lead to the location of the two Star Jewels.
The possible stories show a clue of the starting location or its actual location name. It also mentions the compass directions in the form of their corresponding constellations.
Some story variations may not show an illustration of the constellation. Instead, they appear as part of the song verse in the story.

The dig spot is located on the leftmost fence near the entryway in the middle of Lone Cove (H-9). To find the correct spot, use the spyglass to look at the tall rock.
If the eagle constellation appears and is perched on top of the tall rock, it means that you are on the correct dig spot.

Head to the west side of Mutineer Rock (N-19) and find the four large rocks on the south side. Dig in the middle of the four rocks to find the Star Jewel.

The last page of the Tale Book shows the next destination which is the Uncharted Island (N-13) based on the illustration of the island and the fish constellation.
Head to the Uncharted Island at N-13 and dive down on the west side of the island to find the underwater entrance of the cave.
Once you enter the underwater cave, find the statue on the area and place the two Star Jewels on its eyes. Doing so unveils the Totem Key on its mouth.
Make sure to pick up the pages sitting next to the statue to add extra pages to the Tale Book.

The second to the last page of the Tale Book shows a clue in the form of a painting that matches totem key that you have. For example, if you have the Crab Totem, the Tale Book shows several illustrations of crabs that matches on a rock wall in the underwater cave of the Uncharted Island.
Note that the location of the ancient vault varies per playthrough and its location corresponds to the type of Totem Key you have.

You can find the vault of the Crab Totem just behind the statue where you first obtained the totem key. Place the Crab Totem on the pedestal next to the torch to open the door that leads to the next objective.
The vault's timed puzzle requires you to decipher the last page of the Tale Book which contains "The Unsolved story?". Read pages 3-10 of the Tale Book and match the description of the constellations on the two paragraphs.
For example, if the unsolved story mentions an "old one", this refers to the Patient Turtle constellation as it is described as the "oldest creature" in page 10 of the Tale Book.
Once you are ready to solve the puzzle, use your Lantern to light the four braziers.
Use the 4 pillars to rotate the block to match the symbols of the first paragraph of the story. Press the "Enter a Solution"prompt on the altar.
If the solution is correct, the pillars will change requiring you to input the matching symbols for the second paragraph. If it is incorrect, the pillars will flash with a red color.

After solving the vault's puzzle, a door will open revealing the Shroudbreaker Stone inside. Pick it up and head back to The North Star Seapost (H-10). Talk to Sudds to complete the Tall Tale.

The journal is located on Rum Runner Isle (H-9) of The Shores of Plenty region. Head to the eastern islet and find the journal next to a crate near a large rock.
The journal is located at the highest peak of Plunder Valley (G-16) at The Ancient Isles region. Find the beacon resting on top of the rock to find the journal nearby.
This journal is located on the main island of Snake Island (K-16) at The Ancient Isles region. On the main island, head north and find the camp on top of the island.
The journal is located at the tallest rock on Devil's Ridge (P-19) at The Ancient Isles region.
This journal is located on Crescent Isle (B-9) at The Shores of Plenty region. Head to the southwestern side of the island until you can find rocky area. Find the journal on the crates overlooking the sea.
