Summer Nina is a defensive support witch that specializes in keeping your main attacker alive while giving them and other allies ATK and DEF debuffs. Since she gives ATK debuffs based on whether she receives a debuff from an active skill, it's better to avoid fielding any debuffers on your team and focus on dealing more damage instead.

It's possible to counter her by using witches that have DEF Break buffs and deal high amounts of damage.

The first of Summer Nina's defensive support abilities is giving her allies up to 15% more DEF, as well as a shield to herself and her party's main attacker which is equivalent to 200% percent of her ATK. Deny Her the Chance to Get ATK Buffs

Don't field any witches that inflict movement-hindering debuffs as that will only go toward Summer Nina's ATK buffs. Deny her the chance to do that by only fielding witches that decrease an enemy's ATK or DEF or CRIT RES.

Raise Your Main Attackers' PM DEF Break

If Summer Nina still manages to buff her allies' DEF, you can boost the damage your witches deal by boosting their PM DEF Break. Witches like Cordie and Rusalka already have built-in DEF Break buffs, which you can then enhance further with runes and proper gear.

Use her DEF Buffs Against Her

Another way to deal with Summer Nina is to use Mimi and have her Resonance ability make the witch on her team with the highest DEF easier to damage. Resonance gives half the damage taken by the enemy with the lowest DEF to the one with the highest DEF, amplifying the damage you'll deal to her team.
