You can find the shrine southwest of Lake Tower on a tall outcropping west of Oseira Plains. The shrine is surrounded by piles of junk and trash.

	Shrine Solution
1	Drop down the ledge and head into the area blocked by a laser. Use Stasis on it to stop the laser beam. Open the chest on the other side to receive a Topaz.
2	Hit the laser with a weapon while it's still on Stasis to knock it from its stand. Grab the laser and place it on the moving platform facing the orange switch. The pillars in the room will move every time the laser hits the switch.
3	Head to the right side area with the moving platforms and go up the moving pillars to the alter area.
