Goron City is where you can buy the Flamebreaker Armor Set, which provides a Flame Guard effect to Link. Goron City is located at the northeastern part of Hyrule, and is also near one of the Divine Beasts - Vah Rudania.
However, you'll first need to buy at least 3-5 Fireproof Elixirs to get to Goron City. You will continually take damage from the fire if you do not drink a Fireproof Elixir beforehand!
The Armor Shop is located east of the main entrance of Goron City. You can also zoom in on your map, look for a Shirt Icon, and head there.
You can buy the complete set or separate armor pieces. Even if you are only wearing one part of Flamebreaker Armor Set, it will still provide you with a Flame Guard buff. If you have the whole set upgraded by the Great Fairy, however, Link will gain complete immunity from fire when he wears it.

It is also possible to obtain the Flamebreaker Armor (Tunic only) via a side quest called Fireproof Lizard Roundup. To initiate this quest, first head to the Southern Mine in Eldin, and look for a man named Kima, who will give you this quest.

The Fireproof Lizards can be found in the nearby area, so round them up and collect your armor if you don't feel like waiting until you can buy them in Goron City!
