No, Oscar Respawns on His Own
You can't respawn Oscar on the map by force. Oscar starts appearing on the map the round after you restore the power, then 1 or 2 rounds after being destroyed via trap at any point after that.
Some Easter Egg Steps Will Cause Oscar to Appear
Some of the easter egg steps, like getting the brain and defending the portal, will force Oscar to appear / teleport near you to challenge with your progress. However, expect Oscar to be destroyed at those events as they are part of the main easter egg.
Astra Malorum Easter Egg Walkthrough
Wait for 1-2 Rounds for Oscar to Respawn
You need to progress 1-2 rounds after killing Oscar for him to come back again. You can look at the map after progressing through the rounds to see if he spawns.
Oscar usually spawns at the starting area, Machina Astralis, or Observatory Dome, so you should keep an eye out for those areas!
Use Round Off to Stop the Rounds
Round Off stops the round count from increasing but does countt toward progression for respawning Oscar. It will be helpful if you want to finish the main easter egg for Astra Malorum as early as you can.
