The VS Recon is the best sniper for quickscoping because it has the attachments needed to significantly reduce ADS time, making it faster the other snipers for quickscoping specifically. The Gunfighter Wildcard is required to fully build the VS Recon with these attachments.
For the quickest ADS build, equip the 17" RistRauch Nimbus Barrel, DashLine Speed Mag, and R-1 Shelf Grip. The 5mw Lockstep Laser is also excellent, helping you land shots even when you fire before fully zooming in.
Then, equip the Light Bolt for a faster rechamber speed, and use the MFS R-Stop Handguard when you hit the VS Recon Weapon Prestige to improve sprint-to-aim time for quicker shots after sprinting.
Your remaining attachments should focus on reducing recoil, improving stability, and minimizing aim flinch to maintain accuracy when trying to hit multiple quickscopes in a row.

For perks, Lightweight is essential for a fast, mobile quickscoper, while Vigilance helps you read the map and locate targets more easily. Dexterity reduces weapon sway, keeping your aim steady even while moving quickly or dodging shots.
These perks form the Scout hybrid specialty, which hides you from enemy minimaps after a kill, letting you stay concealed and chain more shots. Make sure to also have the Gunfighter Wildcard equipped to be able to use all the attachments needed for the Sniper Class.
For Equipment, Semtex is useful for clearing enemies off objectives or forcing them out of cover, and Stim Shot keeps you alive longer by letting you heal on demand. The Drone Pod is an excellent Field Upgrade, helping you scout enemies and create distractions before you push in to quickscope them.
