You can get weapon blueprints and other cosmetic items when reaching a specific Prestige Rank. You can prestige your account once you reach Level 55.

You can get several blueprints from the Mastercraft Collection if you purchase the Vault Edition for $99.99. If you already have the standard edition, you can upgrade it to the Vault Edition by paying an additional $30.

Accessible Via Gunsmith

You can equip and customize your blueprints as well as add, change, or remove attachments to your liking in the Gunsmith. You should be able to access the Gunsmith in the Loadout Menu.
