This is an M8A1 Marksman Rifle build that focuses on increasing ADS speed and general movement speed stats like Sprint to Fire Speed. The rifle itself already has good recoil control paired with a 4-round burst, so we can focus on boosting other stats.
For its Gunfighter build, it uses the Prestige Attachment Mobile Tactical Stock+ (MFS Strike Tactical Stock). If you do not have this attachment yet, you can use the ADS Movement Stock or the Mobility Stock first.

You can opt for the Gunfighter Wildcard to use up to 8 attachments.
The M8A1 build setup will go fine with an Enforcer perk setup. Feel free, however, to mix in other perks of choice from the Recon or Strategist Specialty pool depending on your playstyle.
