Players can start the quest after they unlock Prowler Stashes when they complete the Amends main mission, and when they have visited the area on the map in the southern area of Hell's Kitchen.
Once you have access to the mission, you can begin by heading to the map marker, and then go on top of the rooftop of a small building with a purple glow next to the church and stadium.
Sittin' in the Nosebleeds Prowler Stash (Hell's Kitchen) Walkthrough
Find the Prowler Tech Stash
When you land on the rooftop, you will need to scan the green glowing lights next to a small pole. You can find it on the highest level of the rooftop beside the big metal box.
Prowler Code Minigame
Then, complete the Prowler Code minigame by slightly pressing down on L2 + R2 until the green lights aligns with the light grey zone on the bars.
Pull on the Short Pole
After you finish the minigame, go on top of the billboard sign by the edge of the building and pull on the short pole. This will open up a hidden latch that has a generator inside.
Power the First Generator
Next, head down to the generator and power it up by pressing the button prompt that appears on screen.
Power the Second Generator
The following generator will be located on the lower level of the rooftop beside the exhaust fans. Power it up again by pressing the button prompts that appear above it.
Web the First Cable Short
Once you power up the second generator, an electrical short will appear on the cable connected to it. Use your webs to patch up the cable.
Web the Second Cable Short
Then, follow the cable line to find the next short. It will be on the brick wall to the left of the second generator. When you see it, patch it up with your webs like before.
Patch Up the Other Cable Shorts
Lastly, follow the cable line upwards and patch up the rest of the cable shorts that appear. It should be straightforward since they will appear one after the other when you web one up.
Once you've supplied power to the power supply box, the door next to it will open. Enter inside to claim the stash and complete the mission.
