- Locate Radar Control Room

- Intercept Covert Communications Near Shooting Range
Locate Radar Control Room
When the mission starts, walk towards the Radar Station and enter the Radar Control Room.
Take note that this Control Room is accessible from the same floor as the HUD indicator, so try not to go above or below ground for it.
Prime Handle on Circuit Breaker in Radar Control Room
Once there, interact with the glowing handle on one of the circuit breakers inside the Control Room.
Afterwards, clear the wave to progress the quest.
Locate Morgue
The Morgue is located in a separate building from the Radar Control Room. You can reach this by exiting the building and following the HUD indicator.
Search Cyst Corpse for Biometrics
Once inside, you will need to locate a Cyst Corpse as your next objective. This can easily be located in the big room inside the morgue.
Interacting with this corpse will prompt you to finish the wave to progress the quest again.
Return to Radar Control Room
Backtrack into the Radar Control Room from the Morgue. Since the Morgue is at a lower level from the Control Room, you should have no problems reaching the same room again.
Place Biometric Key on Control Panel in Radar Control Room
As with before, interact with the Control Panel in the same area as the Circuit Breaker in the Control Room.
Afterwards, clear the wave to progress.
Intercept Covert Communications Near Shooting Range
Finally, when the next wave starts, follow the HUD indicator all the way out of the buildings, where you will find a device near some boxes by the shooting range.
Interact with this, then finish the level via victory or defeat in order to complete Emergency Broadcast.
