Before you can purchase the Shadow Rift at an Arsenal Machine, you'll first need to unlock it by reaching account level 44. Players looking to power-level to 44 and beyond can complete the co-op campaign and grind XP in Endgame.

Purchased Using Salvage at an Arsenal Machine

Arsenal Machine

Once you've unlocked Shadow Rift, you'll be able to add it to your current weapon by spending 500 Salvage at an Arsenal Machine. Look for a shield and gun icon on your map to find one of these machines.
