Note: If you’ve already completed the questlines of Triss and Roche, simply talking to them will have them join your army instantly. Otherwise, you’ll need to speak with them and complete their respective quests before recruiting them. You can do this in any order.
Objectives 1-2
Talk to Triss at her house on the central island of Novigrad, east of Hierarch Square. You’ll need to complete her questline, which includes A Matter of Life and Death and Now or Never. Triss will join your army afterward regardless of your choices, so you can approach these quests however you like.
Talk to Dijkstra
Talk to Dijkstra at Sigismund’s Bathhouse on the central island, south of St. Gregory’s Bridge. Dijkstra won’t join your army, but if you obtained information about the treasure during Count Reuven’s Treasure, he will give you 1,000 crowns instead.

 Complete An Eye for an Eye Talk to Roche at his camp in the Temerian Partisan Hideout, far east outside of Novigrad. You must complete his An Eye for an Eye quest and save Ves for both of them to join. |

 Save Ves When you reach Murlbrydale during An Eye for an Eye, make sure to deal with Ves’ attackers first to save her. If she is killed, Roche will not join and this subobjective will fail. |
Talk to Zoltan
Talk to Zoltan outside of Rosemary and Thyme, south of Novigrad and just north of the Gate of the Hierarch. Note that if you immediately ask for his help to join your army, he will agree, but his quest A Dangerous Game will fail.
