How to Unlock All Head Gear

Bushido Set Unlocked by Clearing Cup Battle on Normal Mode

Completing all six cups in the single player Cup Battle mode on the Normal Mode difficulty will unlock the Bushido Set, including the Bushido Helmet, which is currently the only piece of unlockable Head Gear.
