Strength Training is one of the basic skills to get in almost any build. Increasing your base damage is always important in order to get stronger. This skill also scales really well late in the game as you get better equipment and your base damage gets higher.
If you do not know where to spend your extra points, you should definitely get this skill. On most builds, this skill will almost always be present since you can get it immediately without any further investment.
