To unlock the Hover Scooter, you will need to progress through the game's story until the Bounty for Charming Mocker Schute is unlocked. You can start the Bounty by talking to Hunter at any Junker Market.
Completing the Bounty for Charming Mocker Schute rewards you with the Hover Scooter Frame, which you can use at the garage in Spino Town. You need to have the necessary parts to assemble and acquire the Hover Scooter.

Similar to the Jump-Bot, the Hoverscooter is a vehicle that can equip grenades as its Primary Weapon. Despite their short range, grenades can still be highly effective with the Hoverscooter if used properly with correct positioning or against non-moving targets.
The Hoverscooter is unaffected by terrain due to its hovering ability, enabling swift repositioning behind enemies before they can react. Utilize this by maintaining a position behind enemies while engaging them with your weapons.

The Hoverscooter is acquired in the game by crafting it at a garage using a vehicle frame and materials. Crafted vehicles do not come with default parts.
Additionally, you need to have parts ready to be attached to craft the vehicle. If you are missing parts, you won't be able to craft it.
