You can Unlock EX Chip Slots by finishing Quest 7 Tank Repairs. Finish the Tank Repairs quest and you will be able to use the EX Chips you have gathered in the Garage.
The Garage can be accessed in Spino Town. Talk to Ann inside and choose Upgrade Vehicle in order to begin.
