Despite your allies having access to a car immediately when the game begins, you cannot customize the car yet nor can you use it. To be able to utilize a car, first, you will need to progress through the game until you gain access to the Car Part Scavenge side quest.
After acquiring a Car frame from the side quest, make a car with Ann at the garage in Spino Town to gain access to the vehicle and to gain the ability to customize its parts as well.
You can purchase vehicle parts at the Junk Store in Spino Town once you unlock it.
The Junk Store can be unlocked by completing the Serious Settler side quest.
Vehicle Parts can be acquired from large chests scattered across the map.
Vehicle parts can be unlocked by purchasing blueprints from shops using Zeni, the game's currency.
Once purchased, the corresponding part will be available to be crafted at the garage with Ann.
