Choice Doesn't Impact Gameplay

Sand Land - Fighting the Bandit Members

Selecting either choice from the Bandit Member doesn't affect the story and your gameplay at all as you'll end up fighting them either way. Choosing to pay up frees Terasu and allows her and Uzume to safely relocate to Spino. Refusing to pay still frees Terasu but allows a bandit member to capture and subsequently kill Uzume, resulting in only Terasu moving to Spino.

Terasu's (and Uzume's, depending on your choice) move to Spino lets them open up a shop in the town, though you can't actually buy anything from them as interacting with them only prompts a dialogue.

In-Game Money Doesn't Get Reduced

Giving away 10,000 Zeni may sound like a tough choice however in this case, you won't actually lose money when you choose to pay. It is unclear how Beelzebub pays the Bandits but if you choose to pay them 10,000 Zeni, none of the money you've earned so far in the game decreases.

Can You Save Uzume?

You Can't Save Uzume

Sand Land - Uzume bad ending

Should you choose not to pay the 10,000 Zeni, the bandits will capture and kill Uzume and there is no way to prevent this. You can head back to Uzume to see that she's fine but once you talk to Terasu in the cave her fate changes instantly.
