Description:
Mayor Tor is looking for raptor steel to reinforce the town's structure. And when he mentions that this metal can also be used for bot enhancements... Guess there's no choice but to find a skilled tinkerer in Talbo and bring them back to Spino.

Unlocks Spino Workshop

Sand Land - Spino Workshop

Completing this side quest unlocks the Workshop in Spino regardless of which sibling you choose. Workshops allow you to process ores and materials collected from hunting that can be used to mod your vehicles.

There are also items being sold here so be sure to check their wares if you're having a difficult time looking for a certain item.

Tinkerer Siblings becomes available once all the side quests listed above and the main quest A Jump-bot?! Gimme! are completed.

Tinkerer Siblings Walkthrough

Objectives
1 Sand Land - Talk to Mayor Tor
Talk to Mayor Tor in Spino to begin this quest then visit the workshop in Talbo.
2 Sand Land - Beelzebub talking to Stan and Ves
At Talbo, talk to Stan and after the conversation you'll need to obtain some Puraptor scales.
3 Sand Land - Fast Travel to Aro Village Ruins
Pull up the game's map to see where you will need to go for the scales.
TIP: You can save time by fast travelling to Aro Village Ruins as the objective location is close by.
4 Sand Land - Use the tank to make an opening
Upon reaching the marked location, the area will be blocked. Use your tank's cannons to destroy the wall then continue through the cave.
5 Sand Land - Defeat the Puraptors
Keep walking inside the cave until you see a pit with some raptors. The Puraptors will be the ones colored silver and will drop 2 scales each. Take both of them down then head back to Talbo.
6 Sand Land - Give Stan the Puraptor scales
Talk to Stan and give him a Puraptor scale. The next objectives will require you to give the rest of your scales to Ves until she successfully creates Raptor steel.
7 Sand Land - Choose between Stan and Ves
After Ves finally creates Raptor steel, you will need to choose between Stan or Ves on who goes with you back to Spino.

Talk to either Stan or Ves to make your decision and complete this side quest.

The final objective in this side quest requires you to choose which of the siblings to invite back to Spino. While Ves's shortcomings in instantly crafting the Raptor steel might sway you to invite Stan instead of her, you may choose either sibling as they can create the same items in the workshop.

The choice here really just depends on which of the two you wish to have in the Spino town workshop and which one stays in Talbo.

Choose Ves For The Story

If you wanted to make a decision to serve the story, it should be noted that Stan is more reluctant to leave Talbo as evidenced in the dialogue prior to this choice. Choosing Ves to come with you to Spino is definitely the more favored choice storywise.
