Developing Color-Changing Dye Quest Location
Go to Breezy Meadow
Developing Color-Changing Dye is located west of Lakeside Hill of Breezy Meadow, in the region of Heartcraft Kingdom.
The nearest Warp Spire from here is the Lakeside Hill Lane, warp to here and continue heading west until you find Lucien, the quest giver.

Developing Color-Changing Dye Walkthrough
Give Sunny Orchids to Lucien
Upon heading to the location and talking to Lucien, he will require you to provide three Sunny Orchids. Have them in your inventory and talk to him again, gving it to him and finishing the quest.
You can collect Sunny Orchids by the rivers in Florawish and also by the shoreline.

You can obtain Sunny Orchids along the rivers in Breezy Meadow. You can easily find several Sunny Orchids north of the quest area.
