To the Right of Angry Spikes and Sinkin' Pipes

Head down the pipe below the Wall-Climb Jump 1 Badge Challenge course then go to the area right of the Angry Spikes and Sinkin' Pipes course, and press A.

You'll be transported to a different area through a purple pipe, and you'll see Captain Toad in that area.
