The Premium Bolt and other Premium materials will start to show up in workshops and drop from enemies once you reach Counteroffensive!, the 28th main quest of the game.
Premium Bolt has a chance of dropping when defeating a specific type of enemy.

Your ally Thief has a skill in his skill tree called Boom Box. When this skill affects an enemy, it will provide a higher chance for the enemy to drop materials.
The Boom Box skill does not work on vehicles and bosses.
The Premium Bolt can be found in chests all over the map in Sand Land.
Note that some materials may only appear in chests after a certain amount of progress with the game's main quests.

The Premium Bolt is used along with other crafting materials to repair several Radio Towers scattered around the map.
Radio Towers will reveal an area of the region they're in, along with the points of interest (POIs), after being fixed.

The Premium Bolt can be used to make or upgrade and level up some of your vehicles at garages. Increasing vehicle level will increase their base HP and base defense.
