The Standard Meter and other Standard materials will start to show up in the game once you reach The Legendary Spring, the 12th main quest of the game.
Standard Meter has a chance of dropping when defeating a specific type of enemy.

Your ally Thief has a skill in his skill tree called Boom Box. When this skill affects an enemy, it will provide a higher chance for the enemy to drop materials.
The Boom Box skill does not work on vehicles and bosses.
The Standard Meter can be found in chests all over the map in Sand Land.
Note that some materials may only appear in chests after a certain amount of progress with the game's main quests.

Some materials can be found on sale from peddlers or item shops. The Standard Meter can be purchased from some shops for 200 zeni.

The Standard Meter can be used to make and upgrade vehicle parts. This can be performed at garages.
To make vehicle parts, you first need to unlock its recipe either by unlocking vehicles or acquiring blueprints.
Upgrading parts, on the other, will require you to have an upgradable part in your inventory. Upgrading a vehicle part will improve its stats.
The Standard Meter is used along with other crafting materials to repair several Radio Towers scattered around the map.
Radio Towers will reveal an area of the region they're in, along with the points of interest (POIs), after being fixed.

The Standard Meter is one of several crafting materials used to unlock EX Chip slots for vehicles at garages.
EX Chips, when equipped, provide passive abilities to vehicles. Vehicles have 2 slots for EX Chips, which can be unlocked by leveling up the vehicle.
