The Quality Bolt and other Quality materials will start to show up in the game once you reach To Forest Land!, the 20th main quest of the game.
Quality Bolt has a chance of dropping when defeating a specific type of enemy.

Your ally Thief has a skill in his skill tree called Boom Box. When this skill affects an enemy, it will provide a higher chance for the enemy to drop materials.
The Boom Box skill does not work on vehicles and bosses.
The Quality Bolt can be found in chests all over the map in Sand Land.
Note that some materials may only appear in chests after a certain amount of progress with the game's main quests.

The Quality Bolt is used along with other crafting materials to repair several Radio Towers scattered around the map.
Radio Towers will reveal an area of the region they're in, along with the points of interest (POIs), after being fixed.
