After you clear out the three Garden Blinds, the location for the Garden Base will appear on the southeast side of the Financial District on your map. The location will be a manhole cover in an intersection of an alleyway near the bridge.
For the Garden Blinds, your main objective is to eliminate all the Hunters on the rooftops. Each Hunter Blind can have varying types of enemies. with some only having normal mobs. You can instantly take them out by using Web Swing (hold the Square Button while mid-air) to push them off the building.
To add to that, you will have to fight Talon Drones for the Blind in the middle. You can take them down quickly by throwing items at them, or by webbing them before attacking.
In the middle Blind, there will also be laser traps present throughout the entire rooftop. You will need to deactivate the lasers first before getting intel on the base. You can find the switch in the corner of the building beside the room. Make sure to be patient and wait for the lasers to finish moving before moving forward.
Once you defeat all the enemies in a Hunter Blind, look for the inactive Talon Drone on a table and access it to gather intel. You can find intel by moving your cursor around the hologram with your left thumbstick until it reveals a red item. When you do, hover over it and select it by pressing the X Button.
The first blind you clear out, regardless of location, will have you locate the comm center so the Hunter Base cannot call for backup. The second blind will have you look for three vulnerabilities that you can utilize while at the base. Lastly, the third blind will help you find the location of the Hunter Base and marks it on your map.
It is recommended for players to use Miles when infiltrating the base since he can go invisible and sneak around better than Peter. Performing stealth takedowns gives you a big advantage.
When you enter the sewer base from the manhole, it's recommended to destroy the toxic plants first, even though it may be unclear whether they can damage you or not.
To kill the plants, you will need to turn a valve that sprays herbicide on them. The first valve can be found on the other side of the room below just as you enter the base. Knock out the sniper standing on the platform and then pull the valve by pressing L1 + R1.
Once you get the first one, you can locate the second valve in the left side corner on the lowest floor of the other connecting room. Although, you may need to do stealth takedowns on the several enemies roaming around it. However, if you are using Miles, then you can go invisible and turn it, then swing back up.
After you ruin the plants, your next priority should be disabling the Communications Console so that the Hunters can not call for backup. You can find it inside a room on a higher floor towards the back of the base. There are numerous Hunters on the ground as you make your way there, so try to stay above ground until you reach the entrance to the room.
When you disable to comms, you can start taking out the rest of the Hunters. The hardest obstacle when fighting them is their large numbers, so try to continue eliminating them through stealth takedowns so that you can reduce their numbers.
If you find yourself surrounded and overwhelmed by the enemies, then you can try swinging to a different spot to take a breather. When they follow you, gather them up and use your AOE abilities and gadgets to clear them out.
Once you defeat all the enemies, head to the upper floor in the corner of the base by going through a hole in the wall, or by climbing the stairs at the back. There you will find the computer to download the Hunter data and complete the mission.
