Go to Breezy Meadow
Midnight Whispers, Restless Shadows is located at Breezy Meadow, in the region of Heartcraft Kingdom. The quest can be started by going to the Queen’s Palace Ruins Front Yard, in the Violin Square.

Go to Violin Square at Night and Talk to Strange (22:00-03:00)
Talk to Strange and his peculiar cat in the middle of the Queen’s Palace Ruins Front Yard. He will tell you that he plans to tell you a secret about Queen Philomia if you beat him in a game.
Identifty the Real Strange Among the Five Shadows at Night
You can identify the real Strange by looking for the Peculiar Cat beside him. The real Strange can be located by going through the arch where you last talked to Strange, then head right until you see a jumpy leaf.
Jump on the jumpy leaf to get up on the ledge and talk to the Strange with a cat beside him. Talking to Strange on the ledge will conclude the world quest.
