The Sparkling Highlighter is located on an elevated platform, northwest of Timis's Beauty Lab, and surrounded by Esselings.
From the beauty lab, head west until you see a river, cross the waters, and shrink to climb the ropes o the side of the mountain. Keep on climbing the ropes until you see a group of Esselings circled around the area.

Go to the Grand Millewish Tree located at the very center of Wishing Woods.
Upon arriving at the entrance of the tree, talk to Vikda and give the Sparkling Highlighter, then ask about the Wish Master.
