Obtained by Fishing
Tulletail is mainly obtained by fishing at fishing spots in the overworld. You can fish once you get the Rippling Serenity Ability Outfit.
Materials respawn at 4 AM during each daily reset, so you can get this material every day.

Tulletail is an Abandoned District exclusive fish and you can only get one Tulletail per day.
There is only one location in the Abandoned District where you can fish a Tulletail, which is the Stellar Fishing Grounds. You can go here via the Stellar Fishing Ground Trail Warp Spire.

What do I do if the fish never spawns? I have been coming back to this fishing spot a couple of days in a row now and I wasn't able to get it a single time. I'm not sure if I'm doing something wrong or if I just got unlucky.
