Completing this quest will reward you with 19 cards to fully complete your Skellige deck. These can be obtained by defeating the 19 card holders that are scattered throughout the west side of Toussaint.
Participation in the Gwent Tournament
In order to compete in the upcoming Gwent tournament, you first have to collect all 19 Skellige cards. Once completed, the tournament will be available in the quest Gwent Quest: To Everything - Turn, Turn, Tournament!.

Completing the quest rewards players with the I Have a Gwent Problem achievement.
How to Unlock Gwent Quest: Never Fear, Skellige’s Here!
Talk to Count Monnier at the Pheasantry Inn
While traveling across Toussaint, you can check different Notice Boards to inform you of an impending Gwent Tournament. From there, you'll be directed to speak with Count Monnier to start the quest.
If the quest is triggered by talking to Count Monnier, you'll receive a basic Skellige deck that can be used to try out its unique passive effect.
Win a Skellige Card from a Random Gwent Player
Alternatively, Geralt can receive a Skellige card by defeating a random Gwent Player in Toussaint (randomly defeating 1 of the 19 Gwent Players) to trigger the quest. If you want to try out the Skellige deck along with its cards, talk to Count Monnier at the Pheasantry Inn.

Defeat 19 Gwent Players
Once the quest is triggered, you'll be tasked to defeat 19 Gwent Players to collect different Skellige cards. These cards are used to supplement the basic Skellige deck that is received from talking to Count Monnier.
The 19 Gwent players will be automatically marked on your map upon accepting to participate in the upcoming Gwent Tournament. You can defeat these players in any order of your liking, and you can use any deck to defeat them.

Prioritize Cerys and Shield Maiden Cards

Obtaining these cards early will instantly strengthen your basic Skellige deck. Cerys automatically summons Shield Maiden Cards from your deck, and these Shield Maiden cards double their strength if they are placed beside each other.
Obtain Ermion and Young Berserker Cards

In a similar fashion, Ermion and the Young Berserker cards compliment each other strongly. Ermion allows the transformation of the Young Berserker Cards, and these cards also double their strength when placed beside each other.
However, these cards do not summon each other and you'll need a bit of luck for them to be played in your hand.
