The Assault excels at a later level where it can spam Ground Pound with Zealous Blow for swarms.
Classes in higher tiers are evaluated to be capable of managing hordes effectively and efficiently. This accounts for the tools and perks needed for horde clearing, such as access to Melta weapons like the Melta Rifle or horde control perks such as the Bulwark's Focused Strength.
Operations are mostly going to revolve around managing multiple waves of enemies that may overwhelm even the most decorated of soldiers, so having horde control and clearing capability is the highest.
The capability of the class to slot in teams when playing the Operations game mode is also considered. This means they are easy to use and consistently effective throughout several missions.
Having a flexible class enables you to join any team and complete missions reliably regardless of team composition.
The overall effect and team synergy capability of the class will affect the success of the team as well. It is best to see if a class has useful and accessible team perks such as the Bulwark's Invigorating Icon bringing members back to full health or abilities that boost overall team damage such as the Tactical's Auspex Scan.
Classes that have high team synergy are usually extremely valued in teams and can even be the factor in consistently being victorious in Operations mode.
Some classes in Operations have access to great weapons such as the Melta Rifle. While they're not the sole basis for making a class good, they impact how well a class can perform in clearing hordes or elite enemies.
When taking a look at a class, make sure to examine how the weapon pairs also with the class itself and its overall set of class perks. The Las Fusil, for example, excels at killing Majoris and tougher enemies, but is limited only to the Sniper, a class with high mechanical demand.

Vanguard is at least an A or maybe even S with the team buffs of 15% ability recharge, and the melta is currently meta, absolutely shreds. Assault should be B or maybe even C, its completely gimped in chaos missions, and what it does, a skilled vanguard player does better. Source: level 20 plus in most classes, level 10+ in others.

Assault is played wrong by most people. I have mine at level 25 and every mission on Ruthless I have top damage top kills and top specials etc. If you play the Ground pound build you jump from pack to pack AoEing all the little mobs down instantly, couple swings with the Thunder Hammer and the elites and able to be executed. Now you have a 25% damage boost, into the next pack and you 1 shot most stuff. If you focus on going for ranged targets and keeping enemies off your Heavy you are so useful.
