Mastery Points for each weapon type are earned by maxing out the XP for each weapon upgrade within that weapon type. Weapon XP is obtained during Operations by using weapon variants or upgrades that have not yet reached max XP.
Fastest Operation and How to Level Up Fast
To earn more Mastery Points, you need to level up the various weapon variants or upgrades available for a specific weapon. For instance, maxing out the XP for both of the Master-Crafted upgrades for the Chainsword earns you two Mastery Points total.
A fully mastered weapon is marked by a golden gear in the bottom-right corner of its icon.
Since earning full XP and gaining Mastery Points in Operations can take time, the quickest method is to use Armory Data on your unlocked upgrades. This allows you to instantly max out the XP for the upgrade and gain the Mastery Point without needing to use the weapon in combat.
Note that using Armory Data to unlock Mastery Points does not grant weapon experience needed to unlock higher upgrade tiers, such as Master-Crafted to Artificer, or from Artificer to Relic. You'll still need to use the weapon in Operations to earn experience and unlock the next set of upgrades.
Mastery Points are used to unlock Weapon Perks, which are additional bonuses for your weapons. Weapon Perks are unlocked based on a tree system, where you must follow a path and get perks based on your weapon's Tier, which can be upgraded with Armory Data.
Since the total number of Mastery Points matches the number of upgrades, it's impossible to activate all perks simultaneously. However, you can reset your perk selections at any time to reallocate your Mastery Points, allowing you to customize your build as needed.

This looks like absolutely incorrect information on how perk system works. You can not just pick and choose perks that you want disregarding the tree system, which means you have to invest in previous perk tiers in order to get to the end ones (white to green to purple etc). I assume that we get more perks after a weapon achieves status of a Relic and past that you can still gain about 10k more EXP.
