Playing Operations solo with bots in Warhammer 40K: Space Marine 2 is possible by turning on Private Mode. Learn the details on how to play Operations solo with bots or in private mode here.

As of Patch 3.0, the session type can be changed to Private Mode. This setting lets you avoid having random players join in, allowing you to play solo. You will still have bots as companions but they will mostly follow you.
You can change this from the mission select console and selecting Change Session Type. You can check if private mode is active on the upper right corner of the screen.
Depending on the Operation, Threat Level, player count, and the current time in your region, fewer players may be in the queue. This can cause the server matchmaking to allow you to start the Operation solo. However, this does not prevent other players from joining your party mid-operation.
To reduce the chances of being matched with other players, you can also disable Crossplay.
