The Standard Bolt and other Standard materials will start to show up in the game once you reach The Legendary Spring, the 12th main quest of the game.
Standard Bolt has a chance of dropping when defeating a specific type of enemy.

Your ally Thief has a skill in his skill tree called Boom Box. When this skill affects an enemy, it will provide a higher chance for the enemy to drop materials.
The Boom Box skill does not work on vehicles and bosses.
Some materials can be found on sale from peddlers or item shops. The Standard Bolt can be purchased from some shops for 100 zeni.
Note that some materials may only appear in shops after a certain amount of progress with the game's main and side quests.
The Standard Bolt can be crafted at workshops using other materials. Workshops can be found in camps and towns.

The Standard Bolt is used along with other crafting materials to repair several Radio Towers scattered around the map.
Radio Towers will reveal an area of the region they're in, along with the points of interest (POIs), after being fixed.
