The Standard Steel and other Standard materials will start to show up in the game once you reach The Legendary Spring, the 12th main quest of the game.
The Standard Steel can be found in chests all over the map in Sand Land.
Note that some materials may only appear in chests after a certain amount of progress with the game's main quests.

The Standard Steel can be used to make and upgrade vehicle parts. This can be performed at garages.
To make vehicle parts, you first need to unlock its recipe either by unlocking vehicles or acquiring blueprints.
Upgrading parts, on the other, will require you to have an upgradable part in your inventory. Upgrading a vehicle part will improve its stats.
The Standard Steel can be used to make or upgrade and level up some of your vehicles at garages. Increasing vehicle level will increase their base HP and base defense.
The Standard Steel can be used to craft other materials. This can be performed in Workshops found in camps and towns.
