You can obtain a Grudging Cloth from a Grudge Bag found within the Songbreeze Cavern in Firework Isles. You can encounter this enemy for the first time by progressing the Find Fragrance: Budding Medly Random Quest and defeating the enemy in the Cavern's further areas.

Can Only Be Obtained Once Per Day

The Grudge Bag is a Special Enemy that respawns only once per day at 4 AM during each daily reset, so be sure to get materials from it daily if you are looking to farm Grudging Cloth!
