In order to begin the quests under the Lucky Journey: Take the Bait, Pink Ribbon Eel! event, you must first complete Chapter 2 of the main quests in Infinity Nikki.

Talk to Mitcheli in Breezy Meadow
Teleport to The Leisureely Anglers Florawish Branch Warp Spire in Breezy Meadow and find Mitcheli's stall near the fishing pond.
Talk to her and she will ask you to bring her a Lucky Pink Ribbon Eel in exchange for prizes.
Catch a Pink Ribbon Eel
Pink Ribbon Eels can be found in the fishing spots located in Breezy Meadow. Refer to the map above for their exact locations.
Once you've caught at least one Pink Ribbon Eel, return to Mitcheli to claim your reward.
