Help the Volunteer Corps is located at Abandoned District, in the region of Heartcraft Kingdom. Quil is found under the camp of injured Volunteer Corp Pieceys, right beside the Stonecrown Peak Warp Spire.

Once you arrive, approach Quil and talk to him.

Hand 10 Threads of Purity

He will ask you for materials to help the Pieceys, and will ask you for 10 Threads of Purity. Hand them over to complete the quest.
