Go to Meadow Wharf
Photo Investigation: Faewish Sprite's Test is located right across the Meadow Wharf Whimcycle Rental, in Breezy Meadow. Popoda should be there floating, however, the quest only starts during Night, from (22:00 - 04:00), so skip time using your Pear-Pal, if you have to!
