The petition for the rank VII mark Behemoth King is given by Koqmihn, a straggler in Old Dalan's place in Lowtown. He'll tell you that the mark is found at an 'untrodden snow-covered plain'. Your journey thus far will tell you that this 'plain' is located at Giruvegan, on the Edge of Reason area.
