Find and recruit a Wight Prince, which you find at night, west of the Cold Shoulder Central Station in Cinderback Ridge.

Dragon Quest Treasures - Recruit from Miss Cecily
Return to Miss Cecily and recruit the Wight Prince. Talk to her about the party afterward to complete the quest.
