There are 29 Sanguinite in Dragon Quest Treasures and they can be found in the Snarl, and obtained by talking to Station Masters.

There are 29 Sanguinite total to obtain in the game. 4 are obtained from Station Masters on each island, while the remaining 25 are obtained from The Snarl under your home base.
4 Sanguinite can be easily obtained at the start by talking to the 4 Station Masters on each island. With these 4 Sanguinite, you can repair one additional station on each island.

Teleportal dungeons will unlock in the Snarl under your base the more you increase your Gang Rank. Close to each teleportal, Treasure Chests containing Sanguinite can be found.

Increasing your Gang Rank will unlock more teleportals.
Each teleportal dungeon in the Snarl will have a boss at the end. Defeat each boss to get a certain amount of Sanguinite.

Increasing your Gang Rank will unlock more teleportals.
Sanguinite is used primarily to repair train stations on each island, making traveling around each island much faster and easier. Give the Sanguinite to the Station Masters of each station, who can be found next to the station's elevator.
