Development Resources or "Develop" type items are special resources that are used to increase the strength of your Characters and Weapons by increasing their Breakthrough Level. The higher a character or weapon's Breakthrough Level, the higher their level cap will be.
This is also the way the game handles character/weapon level progression since you can only get Develop items by playing through certain game modes and/or buying them from the Shop. Players will have to play these game modes to get the Develop items they need.
Raising the Breakthrough Levels of both Characters and Weapons also needs Orelium, which is a currency earned through various means within the game.
All Ways to Get Orelium and How to Use

Breakthrough stones are one of the three items needed to raise a character's breakthrough level. To get them, you will need to farm Moonlit Secret Realm missions under the Resources game mode. Similar to farming for EXP Materials, harder Moonlit Secret Realm Missions give out more Breakthrough stones per run.
Note that you can only get Breakthrough - Moonlit Red Stone and Breakthrough - Carnelian Marrow from this set of missions.

The second of the three items necessary to raise a character's breakthrough element is an element-specific upgrade Item.

Each of the game's five Elements (Fire, Water, Thunder, Light, and Dark) has its own corresponding element-specific item, which has to be farmed through playing missions in Elemental Analysis mode.
The harder the Elemental Analysis mission, the more items you will get and/or the higher tier of items they will be.

Casting Crystals and their variations are the equivalent of Breakthrough Stones but for Weapons. Just like items for character breakthroughs, the main way to get Casting Crystals is to play Veins of Vastness missions. The harder the mission, the more Casting Crystals you get.

To give your characters more powerful skills, those individual skills will have to be upgraded with their own special type of Develop Materials. They come in the form of Epiphany Scrolls, Law Stones, Ancient Books, and Blossom Paintings. Different characters will need different materials. For example, Shamash's skills can only be upgraded with Laws, while Ereshan's skills can only be upgraded with Epiphanies.
To get these items, you will need to grind Source Exploration missions. The harder the mission, the more materials/higher quality materials you will get.

If you are in need of Develop Items but don't have the Clarity to farm them, you can buy them at the Lost-time Store, which sells the basic versions of these resources. However, you will need to spend Imprints of Lost Time, a currency that is only obtained by using Lost Time Keys and Time-Seeking Keys at the game's Retrieval Pools.

If you don't have Imprints of Lost Time, you can still get the Develop Items you need via Merging or crafting items. Typically, you will need a few pieces of the lower-tier version of an item to turn them into a higher-tier item. Some Develop Items can only be obtained through Merging.
For example, the Develop Item Breakthrough - Imprint of Red Marrow (the highest-tier breakthrough item for characters) is one of these items. You will need 3 pieces of Breakthrough - Carnelian Marrow (which you can only get in the final stage of Moonlit Secret Realm) to make 1 Imprint of Red Marrow.
