The Pikul mount is unlocked as soon as the party meets Meelpa in Fallow Steppe during the 1st Chapter of the story. The party receives a Beckon Bell that summons a Pikul when used outside of towns.

Use the Shortcut Menu

How to Get Pikul Mount Shortcut Menu
Use the shortcut menu to use the Beckon Bell and summon a Pikul. The Beckon Bell is automatically bound to a shortcut upon receiving.

Register in Ring Menu

How to Get Pikul Mount Ring Menu

The Beckon Bell may also be registered in the ring menu for access. Players can perform this by heading to the key items tab in the items screen and selecting the Beckon Bell to set it to the ring menu.
