Unlocked by Assigning Imperial Blacksmith as Emperor

Romancing Saga 2 - Imperial Blacksmith Imperial Blacksmith

The Iron Forge formation can be unlocked by electing a Imperial Blacksmith as the emperor. Once done, talk to the soldier in the training hall to unlock the new formation.
