Annex 1 Region to Unlock Learning Abilities

Romancing Saga - 2 Unlock Abilities
To start learning abilities, you’ll need to annex a region for your Empire. This is achieved by completing specific quests in that region. Once you annex your first region, the learning abilities feature becomes available. Each class comes with a unique ability that must be unlocked. To do so, engage in battle and emerge victorious 30 times.

Romancing Saga 2 - Master Abilities
To unlock the master abilities feature, your Empire must annex 7 regions. Once a class has unlocked an ability, continue using it and win 30 battles to master that class's ability.

Mastered abilities can be equipped by characters of other classes. However, the original class must not be in your current retinue for the ability to be shared.

Romancing Saga 2 - Special Abilities
Unlocking some special abilities goes beyond battles and annexations. Certain abilities are tied to defeating specific bosses, while others depend on key quest decisions or story progression. For the truly dedicated, a handful of abilities are exclusive to New Game+, rewarding those who embark on the SaGa anew.

Romancing Saga 2 - Equipping Abilities
After learning an ability through story progression or mastering a class's ability, you can equip it via the main menu. The Emperor starts with 2 slots, while most characters have just 1 slot initially. Additional slots can be unlocked by discovering Mr. S, developing facilities, or progressing into the post-game, allowing for greater customization of your retinue.

Not to be confused with Techniques and Spells, Abilities in Romancing Saga 2: Revenge of the Seven are passive skills that enhance your characters with unique effects, such as stat boosts, increased attack or defense, or other powerful bonuses. Each class has its own ability that can be learned and mastered. Once mastered, these abilities can be equipped by other classes, allowing for flexible and strategic customization.

There is one called Flower Wall. It reduce the chance to be targeted. I got it when Heavy mastered his ability before becoming imperator.
