You'll be able to proceed with the Searching for the Mermaid quest with a Male Emperor. Rest until the night at the inn and go to the tavern to start the event while a male emperor sits the throne.

There's a Time Skip After the Event Finishes

Finishing the Mermaid Quest will cause a time skip, causing you to also choose a new emperor. If you have any unfinished activities or tasks with your current emperor, it's best to finish them first before proceeding with the Searching for the Mermaid quest.

How to Trigger the Event

#	Step-by-Step Guide
1	In order to progress through the Searching for the Mermaid Quest, it is a must to have a male emperor on the throne. If you have a woman emperor, you can Abdicate her and choose a male emperor to sit the throne.
2	Go to Mobelm on the world map, and from there, talk to a sailor and tell him that you'd like to go to Atlanticus.
3	Talk to the residents in Atlanticus to gather information about the mermaid. Afterwards, go the inn and Rest until the Evening.
4	During the nighttime, enter the tavern and interact with the empty chair, where a cutscene will ensue. Afterwards, talk to the tavern owner and pick Maybe I'll do just that. Do this two more times until the cutscene changes where the dancer invites you to dance with her.
5	Chase the dancer by exiting through the back door and follow her to the cape to trigger a cutscene. This side quest will end if you inherit the emperor status and become a dancer, as this will lock you out from completing this quest. If you're a female emperor, you can continue the event until the dancer performs in the tavern three times, but you won't be able to proceed with chasing her to the cape behind the tavern. If you change the emperor from a female to male in the middle of the side quest, you'll be able to resume the quest from the point where you're collecting information about the dancer.
6	Return to the tavern. After the cutscene, go to the new location on the world map, Witch's Sanctum.

Mermaid Potion Walkthrough

#	Step-by-Step Guide
1	Talk to the witch in her home. Select Mermaid Potion when asked, which you'll then need three ingredients to get: • Eggshell from a large bird - found in Savannah • Sea Swallow Nest - found in Toba Cliffs • Water from Lake Aqua - found in Lake Aqua
2	Enter the Savannah from the world map, and head to the big trees on the east side of the map.
3	As you approach the big tree, you'll have to fight the Pyrohydra. The Pyrohydra's weaknesses are Sword, Greatsword, Spear, Axe, Water, and Wind, and is resistant to Fire. After the fight, you'll get the Eggshells by choosing to not steal the egg.
4	Go to Toba and head to Toba Cliffs on the south side of the map. Climb the ladder up the cliffs to get the Sea Swallow Nest ingredient.
5	Approach the cape to trigger an event, which will then task you to ask help from the Moles to get a Moonlight Comb. Approach the Mole and ask if he can Make a Moonlight Comb, then he will give you a Mole Pot. Note: You'll have to defeat the Queen Termite in the Termite Den during the Nightmare in the Savannah side quest to ask the Moles for help. The Nightmare in the Savannah side quest might trigger a time skip depending on your progress, essentially finishing the Searching for the Mermaid quest.
6	After getting the Mole Pot, go to Avalon and sleep at the Full Moon Inn. This will trigger a cutscene showing you collecting moonlight.
7	Go back to the Mole and pay him 10,000 crowns for him to craft the Moonlight Comb.
8	Return to Aqua Lake to trigger a cutscene. After this cutscene, you'll get the Lake Aqua Water, the final ingredient to make the Mermaid Potion. You'll also unlock the Nereid character class to join your forces.
9	Go back to the Witch in Atlanticus and give her the three ingredients she asked for, along with the 10,000 crowns for payment to get the Mermaid Potion.
10	Go back to the cape behind the tavern and use the Mermaid Potion three times. This will end the Searching for the Mermaid quest. Note: Using the Mermaid Potion three times will cause you to time skip and choose a new emperor.
11	With a new emperor, go back to Atlanticus and talk the residents there to find information about the dancer.
11	Enter the tavern to trigger a cutscene. Talk to the dancer and tell her What a lovely dance, followed by Then let me—the new Emperor—show you the world. Doing this will unlock the Dancer character class to join your forces.
