Unlocked by Assigning Saigo Clansman as Emperor

Romancing Saga 2 - Saigo Clansman Saigo Clansman

The Mu Rampart formation can be unlocked by electing a Saigo Clansman as the emperor. Once done, talk to the soldier in the training hall to unlock the new formation.
