You can get Yuelia as a buddy by beating the main story, collecting 50 Golden Celestia's Gifts, and giving them to Flutter during the post-game. Flutter will then turn to Yuelia, who is arguably one of the best Magician Buddies in the game.

Her last unique skill also makes her one of the best party members, as it increases item drop rates by 10%.
