Weapon Development allows players to spend materials in order to develop new weapons. In a game where stats dictate the ease of combat, getting access to better and more powerful weapons will take top priority.
Materials are obtained as bonus rewards from missions and can be used to pay for developing a weapon. Once you have enough materials, you can develop your weapon of choice. You may then purchase it at the Shop right in the next room.

Weapon Development produces similar weapons to those available in the Shop. The differences come down to price and weapon stats. The first dagger you can develop is the Replica Dagger which costs 1690G while a similar weapon available in the store such as the Knight's Short Sword costs 1440G.
While the Knight's Short Sword is cheaper, Replica Dagger has 9 more points of Attack as well as access to Assassination and Shadow Step which are arguably the best early game skills for characters like Andrias.
In addition to unlocking more weapons for development, upgrading Weapon Development all the way increases gold earned per mission up 10%. This makes for a perfect combination of having more weapons to choose from and having more gold to expend.

After Weapon Development, this is our recommended priority of Badge Rank upgrades. Shop and Skill come in at the same priority as they both provide additional options for combat. Meal and Magilumic Orb come at a lower priority as these provide less urgent utility compared to the others.
After completing Escort the Bishop in Chapter 1, Weapon Development will be unlocked and accessed in the Institute. Players can find the Institute in the room right beside the Shop, it is located in the same room as the Practice Battles.
Chapter 1: A Way of Life Full Walkthrough
Just like with other badge ranks, you will need to take on certain Sub Quests that reward Badge Rank upgrades for Weapon Development. Sub Quests unlock as you progress the story so if you can't upgrade this Badge Rank, you may need to complete some main quests.
