The ability to purchase new weapons in the shop will be unlocked in the very first Mission of Chapter 2, which is called Harbinger of Discord.

Upon starting Chapter 2, follow the quest objectives: First, talk to Iscarion, then talk to the Researcher standing in front of the Institute. Weapon Development will then be unlocked.

Head to where you previously unlocked the Skill Tree, and talk to the researcher behind the desk to open up the Institute menu. Here, you will be able to access Weapon Development, as well as Magilumic Orb researching and the Skill Tree.

Developing new weapons costs a certain amount of Materials. You can check how much materials you have at the top right of the Weapon Development menu. Using a material to develop a weapon instantly makes it available in the Shop.
Note that you will need to increase your Weapon Development Rank to be able to unlock stronger weapons further up the development tree.

Completing Missions and fulfilling the side objectives of every mission can sometimes reward you with materials for weapon development. Check out the rewards before attempting each mission to figure out what you need to do to earn the materials.

Developing weapons does not give you the weapon for free. After you've developed a weapon with materials, head to the Shop, where you can immediately spend Gold (Guld) to purchase the newly-developed weapons.

Complete Sub Quests to increase your Weapon Development Rank. Sub Quests are side missions you can take on from different characters. These do not contribute to your Main Quest progress but they often reward you with Blue Fox Badges, which help raise your Mercenary Unit Rank.
How to Increase the Weapon Development Badge Rank

Weapon Development is how you unlock newer and stronger weapons for your units. Weapons you develop at the Institute will be made available for purchase at the Shop. Developing weapons costs materials, which can be earned from Missions.
